Jesse Lutabingwa

Jesse Lutabingwa has more than 30 years of experience in international education and development. As part of his work designed to make a difference in people’s lives, he has been involved in numerous programs around the world, especially in developing countries. He holds a Ph.D. in public administration, a master’s degree in international development management and a bachelor’s degree in business administration and economics with a minor in political science. Lutabingwa has conducted research on local government and traditional leadership in South Africa, the decentralization of local government in Albania and South Africa, and African nongovernmental organizations and their role in public policy advocacy. He is a member of NAFSA: Association of International Educators and has served in various leadership capacities within the association, both at the national and regional levels. He is also a member of the Association of International Education Administrators (AIEA).

Chrissie Faupel

Chrissie Faupel is the Executive Director of the Office of International Education and Development. She works closely with the Associate Vice Chancellor to implement Appalachian’s global engagement strategy and manages the day-to-day operations of OIED. She works closely with colleagues from academic and administrative departments on campus to assess OIED programs and to develop policies and implement policies and procedures for the office to better achieve the global learning goals of the University. Chrissie received her BA in International Studies and French from the University of South Carolina, her MA in International Education from the School for International Training (VT), and her PhD in Educational Leadership and Policy from the University of South Carolina.

Prior to joining App State, Chrissie worked in the Study Abroad Office at the University of South Carolina. She also worked for SIT Study Abroad with their programs in Africa, South of the Sahara. Chrissie served as a Peace Corps Volunteer in Senegal. 

A native of Alabama, Chrissie is married with two children. She is a gardener, a francophile, a fermento, a bread baker, an enthusiastic backyard flock owner, and a world traveler.

Matthew Scarborough

Mr. Matthew Scarborough, Executive Assistant to the Associate Vice Chancellor for International Education and Development, serves as Logistics Manger for the TEA program. In this capacity, he is responsible for securing and reserving meeting spaces on campus, organizing networking opportunities (Friendship Families and Peer Collaborators), and organizing cultural and social activities. He is also be responsible for managing other logistics of the Institute, including event planning, transportation, housing, and Grant Assistants

Dale Carter

Dale Carter serves as the Business Officer for the Office of International Education and Development. In his role, he oversees budgets, grants, and finances for the office. 

Dale received a B.A. in Comparative Religion and Philosophy from Sewanee: The University of the South, a MBA from the University of Phoenix, and a MA in Higher Education from Appalachian State University. Dale serves as the Budget Coordinator for the Fulbright Teaching Excellence and Achievement (TEA) Fellowship and the Mandela Washington Fellowship at Appalachian State University.
